81 year old man suffering head wounds (plural) makes this shooting very murky indeed... sounds like the sheriff is lying when he said "Hall... made no threats or assaults toward Mr. Brock"

Seems that Law Enforcement needs to actually investigate this:

the suspect was the victim of a phone scam in which his incarcerated relative threatened him and his family and demanded money...The account that ordered the fateful Uber trip has been banned and the shooting remains under investigation, officials said.

Its a lot more that a "scam" if unlawful threats are involved. It is unclear to me how they cleared Hall so quickly. Sounds like the investigation has only begun.
